The Reverie is likely the most powerful and influential assembly in the OPverse, so it's hard to imagine that the admirals would not be attending. Even just for protection they should be there and it's not like WG and the marines are completely separated, however the fact that Fujitora said that he will take up the issue, implies that he is subjugated to other people as otherwise you wouldn't say that. He can't make unilateral demands. Many of the WG members didn't join to be ruled by a military dictator, which is what the WG would become if Akainu starts locking up its members because they don't agree with him.
