I also find it hard to believe that this is possible when Hiruzen needed Minato's FTG or FCD to deviate it away from the village.

Actually I didn't even consider there's an easier way to do this.

Onoki and Muu should easily be able to raise the ground beneath either the front or hind legs of the nine tails, causing it to fire straight into the sky.
