It's not canon per se. Unless it's overseen/conceptualized/wrote by Kishi, it's not canon. He did none of these for Itachi *******, so it's pretty much filler apart from the parts that happened in the main storyline. To round it off, even the non-canon novel version never gave him MS either.

ot: The novels did not mention it so his MS and most of the entire tablet scene he had with Itachi are filler. But it would explain why the Uchiha would think they could go on and possibly succeed at a coup (when Shisui was dead and they knew Itachi was against forceful takeover).

No matter how strong a shinobi is, without a good heart to lead his village - won't be Kage. Just like, Orochimaru - a strong shinobi but the elders/daimyo opt to Minato or Tsunade and Jiraiya at that time.
