It should be possible for her to shift a dimension because all the dimensions are linked with the one BZ mentioned being the main one.

That doesn't make sense. Sasuke swaps two objects' locations. If Kaguya was doing the same thing with people and dimensions, then you'd be saying she's swapping her location and the dimension's, meaning they'd all be in empty space while the other dimension would appear in the original.
