How come Sasuks never uses black chidori?

The real reason is that, while Kishi wanted to draw a "powered-up" Chidori in that chapter to highlight Sasuke's growth (and match Naruto's flashy Magnet Rasengan), Kishi wanted to keep the classic, iconic look for Sasuke's Chidori. That's why, even when Sasuke fought against Kaguya with the Yin Seal still active, he went back to using normal Chidoris.

Hagoromo's chakra is basically Senjutsu, when he had the Yin seal the chakra was amplified to similar levels as someone with SM chakra, if he learned SM he can use black chidori again.

Those seals were only given to Naruto and Sasuke so that they could perform the same Six Paths: Chibaku Tensei as Hagoromo, otherwise they'd have no real way of sealing Kaguya (or Madara). His seal contains Hagoromo's senjutsu which started getting weaker after he lost the seal until both Naruto and Sasuke lost all their chakra in vote 2, thats why Naruto doesn't have the same form.
