Kakashi is the son of Hakumo, whom is said to be stronger than the Sannin, Orochimaru, Jiraiya, and Tsunade. Considering that Orochimaru single handedly defeated Hiruzen(A Kage) we can rightfully assume that Hakumo was Kage level, and as a decendant of Hakumo and a Prodigy Kakashi was going to be Kage+ Level irregardless of obtaining the Sharingan.

It's not the power-ups I'm referring to but him actually training strenuously to reach a higher level. His Raiton would be deadly if he made some good moves. At least Sasuke managed to make an S Rank move at the age of 16. That's a good feat right there!

Well we barely know anything about Sakumo, we don't know whether he was actually stronger than the sannin or not. It's kind of like how the third was stated to be stronger than hashirama, no feats prove that besides statements from characters and DB hype.

No we can't

First off, Sakumo was stronger than the Sannin at that time in the flashbacks. Sannin at the time of the manga are much stronger,(especially Orochimaru).

Secondly, just because one ninja defeats another ninja doesn't mean that ninja is absolutely stronger than everyone who is weaker than the defeated ninja. Orochimaru is a special case due to all his enhancements and methods for avoiding death. Unless you're going to say Kakashi or Sakumo can do everything Orochimaru can and more.

Thirdly, If A beats B, and and B at some point beat C, this does not mean that A is stronger than C.

Finally, the skill level and strength of the kids is not necessarily based on the skill level of the parents. Neji, Konohamaru, and Itachi are all examples of this.

Kakashi is strong and developed his own jutsu even before he got the sharingan from Obito. So he's even stronger with his sharingan, even awakening MS, without an Uchiha bloodline,
When he got older, he need not to train as harder as Naruto and Sasuke because there's no need at that time... but when war broke and he Madara got his eye... XD nerfed! ;(

but then being strong is not just about physicality, he taught Sasuke - chidori. And Team 7 - teamwork.

Kakashi with sharingan is better than 99% Uchiha, that is mean he is capable of maximize his jutsu to be amongst the best.
If he didnt start out with Sharingan when he was already Jonin at the time (when even most of ur fav is still genin/chunnin) then he should be on kage level when everybody got promote to chunin/jonin. That is how a logical thinking work...

PS. Sasuke is just piece of .... compare to Kakashi's potential.

He was already on the path to become one of Konoha's best evers from young age... He received Sharingan, molded his style around it... Became Konoha's one of the best, became Hokage.

He got handicapped but his leadership skills made up for it in the era of Naruto & Sasuke...
