Madara completed his mugen tsukuyomi

Same for Obito technically. He got Rin in the end anyway.

Pain blew up the Leaf and would've captured the 9 tails if plot allowed it. He changed his ways of his own accord and gave his life so that Naruto and the village could succeed.

Sure it wasn't smooth sailing but compared to Oro who is now in the Konoha reptile zoo...although I suppose he's living what he feels is his legit gender now so that's a mini victory.

Orochimaru in my book is the most complete villain in the series. He's scary, he's disgusting, he doesn't care about human life, he's a cold, spycho, sadist, cruel, unsympathetic killer. And he enjoys every second of it.~

And that's exactly how a villain should be. Shame Orochimaru "changed" his personality near the end of the manga.

Bruh. Wtf are you talking about. Madara literally conquered the World bar like 5 living people or w/e. He got his *** change to become the Goddess Kaguya.

BZ succeeded in reviving his mother.

Oro having a bit of a care free attitude towards experimenting or w/e doesn't make him the better villain. Nor does it mean he got shit done, especially compared to others.

He tried to invade Konoha. Failed.

Although he did successfully kinda kidnap one orphan who ended up using HIM in the end.

Madara is pretty much all the things you described btw. He popped a boner from Guy nearly killing him XD

Complete? Well he's still alive but his last 2 major goals included being a windmill for Sasuke to be his wind and becoming Orochimama so he did get a nice enough ending. He's kinda got the immortal thing down though unless he's taken out.
