it would be but kabuto already said he couldn't find Jiraiya's body at the bottom of the ocean along with Sushi's body as well. I cant remember the episode but it was when he was talking to obito (when we still only knew him as tobi) when he was explaining the justu to him and how it worked.

OT. Jiraiya already went out and it had an impact on Naruto, his send off was emotional and Naruto's drive to train and defeat pein because of it was great.

Jiraiya's character had nothing else to be developed. Resurrecting him would only increase the chance of him getting trolled, just like Minato and most of the Akatsuki. He also wouldn't have brought about any difference power-wise.

It's better that he stayed dead.
