Foreshadow? Not really. Yeah it said susanoo not friggin PS. The dude got it the first time without going through the stages is what got to people.

Everyone and their grandma thought Tobi was Obito. Nobody on earth foresaw Obito kamui'ing out of heaven, into Kakashi, and not only giving him 2 MS eyes, but also allowing him to use the most powerful and strenuous MS/EMS Jutsu there is with no drawbacks.
