It's not about ">", it's about being two closely related, but separate techniques. Raikiri requires more skill, so ends up given S-Rank classification.

They aren't the same. Chidori is what Young Kakashi used - Adult Kakashi refined Chidori upgrading it's lethality into; Raikiri.

Sasuke just pumps his Chidori full of chakra to make it more of an explosive technique than one focused solely on piercing/cutting, in order to compete with, say, Naruto's Rasengan.

Kakashi's Raikiri is highly specialized for cutting and requires more precise chakra control, rather than just unloading chakra into the jutsu.

As other people have said, Raikiri is the more refined version, but Sasuke compensates with his crazy high chakra levels. So you can make the argument that Kakashi's Raikiri isn't necessarily stronger than Sasuke's Chidori. But Raikiri is the more advanced technique.
