It is very difficult to evaluate Hashirama and Tobirama's power level back then. As they were at least strong enough to give old Hiruzen some trouble, and even enough to toy with him as the battle drag on. And I feel like it means something, considering what we witness Edo Hiruzen was capable of, at lower power.

If you make the Edo Brothers at their current power, but only allow to do the jutsus they did in part 1, then I feel like this would be more of a match up.
