1- Hagoromo (jinchuriki)
2- Kakashi (double kamui plus hagoromo's chakra from obito)
3- Kaguya (final chakra absorbed kaguya)
4- Indra
5- Ashura (needed powerups from hagoromo to equal Indra)
6- Madara (triple rinnegan)
7- Naruto (rsm plus 9 truth seeking balls)
8- Sasuke (rinnegan plus 9 tailed beasts susanoo)
9- Obito (juubi jinchuriki v2)
10- Gai

People may argue with some positions namely Kakashi/Kaguya amd Obito/Gai


kakashi vs kaguya: as seen before she was sealed kakashi beat her s/t with his kamui as well as proved to be a more of a speedster. i don't see any of kaguya's jutsu working on double kamui combo and black raikiri or even perfect susanoo capable of inducing kamui

obito vs gai: we have seen gai beating the shit out of madara and it was said that madara was stronger than obito as a junchuriki. thing is that against madara gai had help from kakashi gaara minato and lee who played a crucial role in taking madara's truth seeking balls away. and also obito can transport himself into kamui which makes him a winner because gai's time is limited once he opens the 8th gate. (obito wasn't able to phase as a jinchuriki but that doesn't mean he won't be able to transport into kamui)

As far as the rest of the list goes it's clear that all but the ones in RED are powerful because of external factors. Indra and Gai are the only ones on the list on their own.

Nothing is known about Hamura as far as the original manga goes. so forgive me for not including him.

as i said in the premise it's a list with all characters at their maximum level so why are you raising question of borrowed power? Indra and ashura are far more powerful than naruto and sasuke and i'll prove how:

but that time only Ashura got power yet Indra still matched him. so the power you claim to make naruto and sasuke stronger than indra ashura was once held by ashura alone and yet indra matched it!
