You are saying that since Sasuke did not have his Complete Susano'o armor out before Covering Kurama it wasnt a perfect Susano'o.

You are right about this ONLY. It wasnt his Oerfect Susano'o. It was his Perfect Susano'o peaking through because he stabilized the Susano'o chakra around Kurama. When Stabilized Susano'o looks like plates.

He didnt use Perfect Susano'o until he obtained Rinnegan.

And just to correct you, the cloaked body Susano'o is the Complete Susano'o. The Samurai Tengu warrior one is the Perfect/Final Susano'o after the cloaked ones chakra has been Stabilized.
