Itachi and his story are... Legendary. How he trained and became an exemplary shinobi, how he selflessly undertook the devastatingly brutal mission the village assigned him, knowing he would have to throw away his chance at ever living a happy life again.
He was forced to kill his parents, but was able to throw together a brilliant plan to both save his brother, and give him a path to follow that would lead to Itachi's own self-punishment for his actions in the Uchiha Massacre.
Even then, he prolonged his life with constant use of medication to keep him alive long enough for Sasuke to grow up and "kill" him for his "sins against the village". He did all of this while convincing EVERYONE that he was a monstrous villain working with the Akatsuki.
During his fight with Sasuke, while he was nearly blind, with his organs failing, Itachi continued to fight, and to fight so eloquently that he made Sasuke run out of chakra, WITHOUT defeating him, so that Orochimaru would show himself and get permanently sealed away by Itachi. Then he would die to Sasuke, taking Sasuke's "quest for revenge against his evil, insane brother" with him. And he did ALL THIS, without letting Sasuke suspect a THING.
And then, he died.
And even after he died, he continued to serve the leaf village, by locating the immortal "Orochikabuto", and sealing him a looping genjutsu to free all the souls like him, reincarnated and bound to fight against the Shinobi Alliance (and his own village).
If he wasn't doomed to die, he would have easily been a most legendary Kage. Too bad no matter who you are, no matter how much you manage to accomplish, it won't matter, because the protagonist of the story is always going to have the overpowered "plot-no-jutsu".
Again and again, Itachi Uchiha showed himself to be a perfect shinobi, a true patriot of the Hidden Leaf Village, and an amazing older brother... Who knew his flaws, and tried to make the best he could... Of a disgusting and cruel world.
THAT is why Itachi Uchiha is the best character in Naruto.
