Can genin take the Chunin Exams by themselves?

It's been stated that genin must take the exams in groups of 3 but what happens if a shinobi doesn't have teammates to take the exam for whatever reason? Can they still take the exam by themselves?

OT: I suppose only if they're exceptionally strong, though. Enough to beat a team by themselves, like V1 Naruto or CS Sasuke.

I think he/she would just have to find two other genin and form their own squad. They handled Sakura like that in the Chunin exams filler.
