The databook said Hiruzen knew of all the jutsu in Konoha, which is different to knowing how to use. Besides in Konoha is the operative word... Kakashi has feats of copying jutsu from other villages (Suikodan anyone?) and a moniker that implies he actually copied jutsu/enlarged his arsenal.

But why would he learn them and not know how to use them when he can use all the elemental types? Doesn't make much sense to me unless I'm misunderstanding you lol but did he really know all or was that hype/rumor

By manga statement (hype) Hiruzen should know all jutsu within Konoha includes Kakashi's
Kakashi should be the second one since he has copied over 1000 jutsu
Tobirama seem knows more but since by feat Naruto has more shown jutsu. But if we count Adult Naruto, he may have learned it all.
Hashirama or Minato. I think Minato knows more since he learn from many generation while Hashirama invented most of his unique jutsu and only use his mokuton by feat. Minato like to name his jutsu so i think he has more in his collection.
