The meaning of "enemy" couldn't possibly be over emphasised. The way you take it is waaaay over the roofs top. Dragon oppose the Wg and goes against it, but he isn't an enemy as he barely is of equal standing with the Wg. He poses a threat to the Wg and that's all he is (a threat). Guy isn't even taking the bull by the horn. the revs I'm afraid are a so much less than what you make of them.
It's absurd to think luffy alone can take on the Wg come eos, see what happened to WB.

most definitely "are going to be top notch powerful", i do agree with you saying the revs should be more powerful the 4 emperors (probably come eos) but currently, i think the revs would have been a massive thorn in the WG eyes if they were nearly as strong as just 2 yonkous. with just wb, the wg had to call in a great deal of its powers. imagine if they had to face two emperors
