Naruto (academy ) < sasuke (academy )
Naruto (zabuza arc) < sasuke (zabuza arc)
Naruto (Chunin exam) > sasuke (chunin exam)
Naruto (end of part1) < sasuke (end of part1)

Sasuke won 3-1 (in part 1)

in part2

Naruto (beginning) < sasuke (beginning)
Naruto (pain arc) > sasuke (pain arc)
Naruto (Kage arc) > sasuke (Kage arc)
Naruto (war arc) > sasuke (war arc)

naruto won 3-1 (in part2)

Gaiden saga

Naruto (adult) < sasuke (adult)

Sasuke won 1-0

Naruto : 1+3+0 = 4
Sasuke: 3+1+1 = 5

Sasuke won 5-4


in the end !

sasuke won and he's stronger than naruto only by 1 point

In part 1 , at the Valley of the End , I would say they are equals. Naruto deliberately aimed for Sasuke's headband while Sasuke aimed for Naruto's heart.

I would say War Arc Sasuke is on par with War Arc Naruto and Adult Sasuke is on par with Adult Naruto.

He just compared the two characters at the time periods. Kage arc Sasuke was already near blind when Naruto confronted him and thus weakened considerably.

I don't think Zetsu didn't even witness Sasuke's mangekyou at that time. SM Naruto would get slaughtered at the Kage summit...

I was referring to arc and time line, and every time one ninja become stronger than the other

a further ten minutes after that = Sasuke 6-9

By this logic, despite them being equal at the end of the manga, Sasuke wins by not sucking at the start, and is therefore better in every regard.

It was after he killed Itachi but before he used his Mangekyo in front of BZ, it wasn't until he fought B that he used his new powers so Zetsu knew nothing about his power-up at the time. He still thought Sasuke only had a 3T Sharingan hence why he made the assumption Naruto was stronger

Zetsu was saying the truth.

Naruto SM defeated renningan user which is nagato.
MS user such as sasuke wouldn't be a problem for naruto SM because sasuke at that time wasn't strong as nagato who were defeated by naruto.
