Speaking of those two, I would say Madara.
Why Madara and not Sasuke?
Because first of all his jutsus are op like we saw what he was capable of during the battle in the desert when he only had his EMS eyes. Secondly his experience in any combat exceeds that of Sasuke at juvenile age. Plus the battles against Hashirama and his clan showed that he could blew any ordinary shinobi away, only Hashirama was stronger than Madara. But that's just my opinion upon that. Then again Adult Sasuke could beat Madara easily just with his EMS.

You can keep those deep breaths to yourself. Madara has nothing to fight Sasuke besides Susanoo and even then their Susanoo's are on the same level.
