Admittedly, I'm a huge Shika fan, and yes in a one-on-one fight without planning Sasuke pwns, but I honestly think that with A YEARS worth of planning Shika could pull it off. This is a ninja who can think over 1000 moves ahead in a fight (Asuma quote) so just imagine what he could do with a year. When it comes to jutsu, Sasuke wins out, but Shika would have already figured out what Sasuke is going to do before he does it. It's funny because I was having this conversation at work tonight.
