We actually don't have proof of your claim as canonically we've only seen few rinnegan users....actually only nagato exploited the rinnegan to it's fullest potential. Only Sasuke's rinnegan has been shown to hold sharnningan properties (noticeably enhanced though). other than that you are correct and nope I meant Sasuke, all rinnegan stem from Hagoromo, Hagoromo's entire Yin is in Sasuke therefore all rinnegan come from Sasuke :Sparks:. -Sasuke's rinnegan use is speed like amenotejakra and dimensional portal.
-Madara's is meteor oriented like dropping meteors and turning chibakui tenei into a meteor shower.
-Tobi has gedo mazou control with lighting, fire,and chains. Capable of using gedo chains to absorb bijuu powers into his body
-Nagato has summonings like his pain, animal paths, and king of hades.

These are their specialty along with a few other abilities they have on the side. You're not gonna see madara, sasuke, and Tobi using shrina tensei or animal summonings like pain did. It's not gonna happen. They do share chibakui tensei and absorbing properties with different looks, but biesides that they don't.

She has the RinneSharingan which contains both powers. Where do you think Hagoromo got his power from? He inherited her chakra which, as a result, enabled him to obtain the Rinnegan.

Actually, Rikudou Sennin emphasized how Madara was getting closer to Kaguya by obtaining the equivalent of his power, so you need Hagoromo's power to even have Kaguya's Power.

How is Madara not doing something that came from HIS eyes??? Now I'm confused because you just suggested that Madara can't do something that someone with his exact sane eyes did. Also the six paths of the rinnegan are known as a common technique. Sasuke's eyes stem from Hagoromo himself, and Indram unless you want to make the argument that Hagoromo can't use animal path or shinra tebsei. Even in the games actually, sasuke was able to use shinra tensei. The main issue is that they don't really need to emphasize on the oaths too much and it's a nerf. Obito has actually shown a ton of rinnegan techs such as the commonly forgoten is the six barrier technique which was able to syrvive multiple juubi damas. No rinnegan user needs to constantly exploit techniques. Everything nagato can di Madara and Sasuke can also do, I really only see Nagato fanboys trying to suggest otherwise. Not sayong that you are but it's just fact. Besides if the manga didn't illustrate sasuke using chibaku tensei you'd and many ither people on the base would probably say he couldn't use that either... Nagato was the main showcase for the rinnegan. The others just used it to varying amounts. Obito's Jin 6 Paths and Gedo Techniques were impressive IMO.

-Sasuke using shrina tensei in a videogame is non canon. Edo madara in the older storm game used a small shrina tensei too and then they take it away now.

But to further answer your question. Like I said, the rinnegan is not like the sharingan. Just because he has his eyes, doesn't mean any of them will be sharing the same techniques original owner or not.
Hagoromoo for sure isn't using nagato techniques either. Do you really think other rinnegan users are going to summon a bird, crab, panda, and six dead bodies?

Madara can't even do these Deva/Tendou path moves...

Not everyone who gets a rinnegan get the same exact technique, we've seen how different they are. So assuming that your favorite characters get nagato's feats are fanfiction.
And Sasuke can't use chakra rods, he didn't sync with gedo mazou.

I may be wrong but besides madara limbo or sasuke space-time techniques nagato use the renningan to its fullest base one the knowledge he had of it.

he used the six paths was good if you ask me and shared field vision with im yet to see anyone else used and he also use multi paths at once vs bee and naruto

if its down to who uses it up the most nagato i think is a fair pick base
