I believe Sasuke killed them and they are Sound Shinobi under the command of Orochimaru.

Read the scan after that. Orc called him out on not killing them. Telling Sasuke that he is soft for not killing a single one of them.

Sasuke said he only want to kill Itachi and that is why he didn't kill a single one of them.
