Sasuke was never Blind like Itachi was, so that never applied to him. His vision diminished after using V4 Susano'o.

S rank has jack to do with power. Danzo's tech was powered 50 fold by Baku's suction. On its own, it is worthless.

All it did was shred a path. Nothing, noteworthy, to be honest. No, it isn't some kind of compulsory fact for it to be dangerous. S simply means Secret. The techs that fall under S also have the highest learning curve; explained by both the databook and the manga.
