Logically we can say yes they couldn't become stronger than her without free power up.

Sakura is only character in team7 that didn't receive any free power up.

Sakura in war arc achieved power level only by training that even greater than her teammates.

- Naruto without free power up is no match for Sakura.

- Sasuke without free power up is no match for Sakura.

- Kakashi without free power up is no match for Sakura.


They are definitely stronger only with having their free power up and without it , they are no match for Sakura haruno.
