His failures can and did happen to pretty much everyone.

Did Hashirama's dream bring world peace?
Did Minato's reign as Hokage being world peace?
Did Sarutobi prevent the Uchiha Massacre or the Hyuuga incident?
Did Tsunade prevent the village from being attacked?

It's not Hagoromo who is to blame but the human heart.

Hagoromo using Ninshu rather than Ninjutsu has no negative correlation with his skill set. He has many impressive feats, including the construction of the Shinobi world via Nunoboku.
