It lashes outwards the opponent entering short range, drawing a katana-like weapon. It slashes the opponent's chest numbing them in the process.

Description: This jutsu allows the user to generate non-focused electricity from their body. Because the electricity isn't focused, it doesn't kill on contact, instead it has great numbing and paralyzing effects. To channel Nagashi through a medium, the user needs to focus the technique into one of his hands which will then be put in contact with the medium and can only choose to either do a widespread attack throughout his whole body or to channel it into something; he cannot achieve both usages at the same time. Despite not having much destructive or damaging properties, Nagashi can be used to destroy low rank earthen and wooden structures and even negate chakra on the ground to stop high ranked earth and wood techniques. It has also been noted that Lightning Specialists that have mastered Lightning to the highest degree can resist total paralyzation, although they still feel the pain and numbing effects.

As 'it' approached Barragan, he simply glanced at his opponent before thinking

Without wasting any time, just as 'it' lashed forward, drawing his sword and channeling Nagashi into it; Barragan simultaneously pulled out his own katana using his right hand. As the two approached one another, and it leaned forward to slash him, Barragan simply moved his left palm towards the sword and teleported it away.

However, its main ability comes with the ability to call forth that object once again to a different location on the field. This can be useful to attack an unsuspecting enemy or to provide a fast defense. The object will appear in any location of the field. The main thing to consider is, however, the lack of momentum the object will carry once it appears. In this case, to be used as an attack, gravity and other forces might be necessary to exploit to give maximum effect. Techniques that are not physical or tangible in nature like fire, lightning or wind will not be able to be called forth as once they are replled and sent away, they lose their shape and disperse wherever the user might have sent them. Fire and Lightning will also damage the user upon making contact with the paws making the paws unusable for 2 turns. The size of the target is relevant and proportional to the rank within the clan being that the maximum size it can affect is up to 10 times the users mass.

The lightning in the user's palm sounds like birds chirping, hence the name, and allows the user to perform high grade cutting damage or high penetration piercing thrusts.
Note: Someone who mastered lightning release can perform chidori with just the Ox hand seal.

It launches its kunai with raiton in a form of a dragon, due to raiton being the fastest of all the elements, hitting the shinobi's hand dropping their weapon as they're shocked for the attack leaves them open.

Within that same time, it makes one handseal again, it makes Chidori. Piercing the opponents heart, before slicing through the body leaving them in two pieces.

Hell counters with Paw Arts: Repel and sends the sword somewhere outside of the battlefield.
Now here is where it gets confusing between you two, time from is still an issue for even the most experienced of Role Players so nobody should be ashamed, but the way I see it it would take longer to draw out a kunai and place Barragan in a genjutsu, at this point "It" would have been hit by the Kenjutsu technique but with the Sharingan activated at 3T, one can track 3x their base speed which means Rucken would have more than ample time to see your body tense as the Sharingan has been seen to be able to perceive and predict motions in slow motion (see Sasuke vs Naruto in Vote1). So I say he gets the kunai up, but definitely not a chidori AND genjutsu, both of which require hand seals. So "It" gets hit by both of Barragans jutsu, now you two stop arguing already and move on. Rucken lost because he went for the kill (piercing Barragans heart with a chidori) so he is disqualified. Next match please

Rucken is obviously wrong here, you can use common sense for that. You can't draw a kunai, use a genjutsu (one hand seal) AND use Chidori (another hand seal) before your opponent uses a Kenjutsu technique that requires no hand seals while you are in short range and already have the sword in your hands.

Sorry if that is a cluster, basically
