[Tier] Would a Marine Luffy be stronger than Current Luffy?

Let's say Luffy joined the Marines in some alternate universe and would still be receiving more training under his Grandpa Garp. Has multiple highly skilled people in the Marines who he can quickly learn things from concerning Haki, Devil Fruits, and more Martial Arts. Will he be more powerfull than Current Luffy while still having ate the Gomu no Gomu Fruit or even just being trained much better?

A pirate also fights (Luffy fought constantly) so maybe only a slightly different fighting style but nothing more..

His haki no doubt would be better and would give high level characters problems, but if he was a marine he wouldn't have devil fruit powers because he got it by associating himself with a pirate.
If luffy was to drain under Garp with his tenacity, power, and genetics...He'll be stronger than Fujitori at this point.

I don't think so. Pirates receive more experience by fighting stronger people time to time and have better knowledge about sea than marines. Marines have to promote to upper ranks to ge the knowledge of the ocean and stronger people.

No as a pirate he has more enemy than as a marine soldier.So he cannot be that strong also listening to others order is not his style so will be a completely different person. Luffy will not be luffy so whats the point of him being a marine and getting stronger
