In footspeed, he slightly edges Naruto out.

Nope. When Naruto used same amount of clones and power vs Kaguya - at Sasuke and Sasuke able to win in speed then that is another story, but for now Sasuke has 0 feat to do that so the answer is NO.

Why do people use this pic when it clearly show naruto in front into sasuke use a speed boost as u can tell when the dust start coming from his feet. The fact naruto was in front and till that should say a lot and dont forget naruto can use a speed boost too he just didnt right there because it was a team attack

OT: It's basically the foot speed vs teleportion argument all over again. Some people count S/T as speed but others don't because it's distance is always limited to an object or marking's location (which makes way more sense if we're talking about speed)

So I'd say Naruto is the fast one and Sasuke is the quick one. "Fast" is just moving at high speeds. "Quick" is just doing something in a short time" Naruto can physically moves at high speeds without restrictions (fast), but Sasuke's S/T ability makes him able to maneuver better in shorter distances (quick).

Not saying Sasuke isn't still fast on his own though. He just doesn't have the speed boosters Naruto does. Sasuke was always fast even before the Rinnegan

Yeah, you said whenever he has the Rinnegan active he's using Rikudou chakra, which gives him a speed boost. Something that is completely wrong because Rikudou chakra simply increases the strength of the user's justu not his speed.

If you payed attention. Gai and Sasuke were difficult for Madara to track. Naruto never showed such feats against Madara. Otherwise Naruto would have done more damage. But Sasuke and Gai dealt the most damage because their SPEED was tough to counter.
