Naruto's ability to use chakra avatars comes from Ashura like Sasuke's ability to use PS comes from Indra. Ashura's avatar is similar to Naruto's because he had some Juubi chakra which is where Kurama's chakra originates from.

That's not the same as Ashura's avatar, but if you're referring to the fact his BM is in chakra form instead of physical like Killer B it's because he used Uzumaki sealing on himself and his son. Uzumaki seals are on a different level to the normal shinobi, they provide feats that derive from the Sage i.e : Byakogou healing

Because their sealing techs originate from Hagoromo, Minato and Naruto were able to use bijuu chakra like RSM users (i.e : chakra arms). So basically Uzumaki sealing tech allows Naruto to use BM in chakra form but being a descendant of Ashura is what allows him to use the seals to their full extent, Minato can't use BM like Naruto and he certainly can't use the 3 headed avatar in VoTE 2 because it's an RSM feat.

All Naruto needed was to combine three kurama avatar's to create it.
