He knew Itachi was an Uchiha so he saw potential in him. Seeing as to how he has yet to awaken his sharnningan, Obito kills off those precious to him to not only try to manipulate Itachi to his side in the future but bring Itachi closer to darkness and realise the cruelty of the world. It's the same tactic Madara used on Obito and consequently the tactic Itachi would later use on Sasuke. Prettty morbid tactic if you ask me.

Remember WZ said that odito wasn't strong enough yet to control his body an power from the wounds he suffered. The Kirigakure shinobi slaughter was WZ with Obito as host. Uchiha are kind to their own if it's not for power. Godatachi awaken 2TS rather than 1TS which showed his potential in doujutsu prowess was far beyond his own. (Obito awaken 1TS first not 2 from the start) This is why Godtachi was far superior to him at a younger age.

Once Godtachi was in Akatsuki he stated that if Godtachi knew his plans then he'd be dead. He's lucky the God had other things on his plate cause he would be dead if Godtachi had the time to focus on him, an he states this himself in canon manga/anime an in road to ninja.

I'm pretty sure Obito has the highest body count in the series, the only ones that come near are most likely Orochimaru(due to testing on subjects) and Diedara(terrorist Bomber)
