He had the direct weaknesses of naruto and still couldn't beat naruto in VOTE 2.Most Rinnegan/sharingan abilities towards tailed beasts are like kryptanite to superman, he put all the TB's in the chinbaku and even absorbed narutos TB chakra, but still lost despite that advantage. If naruto had a direct advantage over Sasuke like he had one over naruto, sasuke would get shit on no doubt.

Yes, logically Sasuke would have obliterated Naruto neg-diff.

But if that happened, the plot of Naruto would have been extended by 50 Chapters or more (Cause Sasuke Villain Arc) and Kishi was already been pressurized to end the manga as quickly as possible. So he gave Sasuke some major Nerfs (No Sword, Preta Nerf, etc) so that Naruto could equalize him and a draw could happen. The Draw would then mean the end of the manga.
