Who is the Strongest Character you deem 'Fodder'?

Fodder is a nothing word really isn't it.

Like it doesn't mean anything. Considering everybody probably has different lines as to who is strong and irrelevantly weak. Who is the strongest nin you consider 'fodder'.

Mine was Kiba until I remembered his insane speed feats and him being able to destroy a meteor during the events of 'The Last'. Now I go with Tayuya.

And even she is questionable when you realise somebody on DSM Kabuto's level was still using her high-level jutsu that worked on both Itachi & Sasuke. So as you can see, it's VERY open to interpretation. |:​

Kaguya Ootsutsuki. She's fodder because she wasn't actually the villain in her own arc, having that job delegated to her Sleevebrain. Also in the sense that she was a easy fight, since Naruto and Sasuke only had to touch her to win, and that fight really would have lasted around 30 minutes to an hour, tops.

She was pretty much only there to give Obito some final redemption by saving Naruto and Kakashi, and to take Madara out of the equation which didn't work with him in it. Indra and Ashura vs Indra just doesn't work. No, it wasn't because he was too strong, shut up.

I'd say Tsunade/Sakura because despite everything. Anyone decent just beheads them.

I, too, say Kaguya, but just because she wasn't actually a shinobi.
She had little-to-no experience with combat. Just a ridiculous amount of chakra to boast about.
Kakashi or Obito could've Kamui sniped her head clean off if not for sake of plot.

Could he though? She has Dimensional powers like Kamui as well, it wouldn't be impossible for her to nullify that like Obito. Or at least, it woudn't be a massive asspull like Kaguya herself was.

She'd have to move her body into her portal, which she wouldn't be able to do for two reasons:
1) Both Obito's and Kakashi's Kamui speed is way too fast. Kamui sniping a human (goddess about the size of a normal human) head would be nearly instantaneous. Naruto's base Rasengan is about the size of a human head, which Kakashi Kamui'd in what seemed to be at most two seconds.

2) Once the swirling of Kamui even begins, the victim can't move due to the suction. FTG is the only other S/T technique that could save someone (Minato or Tobirama) from Kamui thanks to its instant teleportation and no requirement to move one's body.

I would have to say, the character who is top on the fodder list is tenten. We don't see her very much, and to my knowledge she hasn't played a major role in any boss battles to my knowledge. After the fight with pain, and continuing throughout the war arc, ninja tools don't have a role against these formidable foes that the ninja alliance had to face, actually I take that back, when it came to sealing foes that could be sealed, people who specialized in ninja tools were the go to person, and also gaara. But other than sealing enemies, ninja tools are the weakest form of offensive maneuvers as compared to ninjutsu and taijutsu.

Gaara. After Part 1 his skills began declining as he was no longer capable of performing some feats in Part 1.

Against Deidara, he lost because of the clay bombs coming inside of his sand shell.

He's not up to the level where I take him seriously.
