Well, to be fair, she created that jutsu just to (try to) kill Obito. Also there was no need for it when Jiraiya came to Amegakure and she couldn't use it in the Konoha-attack due to the lack of such mass of water and preparation time.

She was able to mask Nagato in a tree made of papers, if she already prepared her explosives when she entered konoha. She'd do serious work.

He spams Susanoo so much that it convinces people that it is all he has.

OT: My faves are Konan and Nagato, but I don't know restrictions of them.

Nagato couldn't use Tendo Pain's full potential while controlling all 6 paths, because his chakra is divided into them, or he purposely didn't concentrate all of his chakra into Tendo in order to keep other paths active. ( I'm not counting filler BS where he actually used a bigger version of CT while having other 5 paths alive )

Konan's Ocean paper jutsu could've been used way earlier in the series. By far one of the most strongest jutsus in the series.

Naruto and the tsb"s, one of the biggest letdowns ever when I realized kishi wasn't gonna let him use all the cool shape shifting abilities obito and Madara used with them, also the fact that adult Naruto Never used another kkg. Honestly how many moves have we seen Naruto use once and never bother with again?

Nothing in manga proves that Ashura had unlimited chakra but this still was plot nerf for Naruto that he became exhausted in such convenient moment.

I will say that the ability to turn his tsb into a rod, bijuudama, and tailed beast kkg rasenshuuriken got restricted later on in life for sure. But using them like Obito isn't going to happen.
