[Tier] Speed Tier List

[Icelerate]

This list takes both speed and reactions to account so a much slower character might be ranked much higher just because they have extremely high reactions or vice versa. Space time jutsu and non foot speed related movement isn't taken to account. Each tier will be in alphabetical order. If you believe someone should be higher/lower post some speed/reaction feats to support your claim and it will be taken into consideration.

No it isnt, he came out of no where to stop Hanzo last second. Suprised 3 tomoe sasuke. And they didnt place a distance on his speed. Manga and databook states any handseal is enough. Doesnt say any hand seal with in meters.

Sakura has the same speed/faster as Itachi, hedi sasuke, kakashi, hanzo, Neji and Mifune and others????

Via power scaling Byakogou would increase her shunshin much like Byakogou chakra enhances ninjutsu. Although in practice that level of speed makes her vulnerable to get countered by a lot of these characters you listed. Regardless, she could dodge AoE easily if she can react to them.
As for reaction feats, Itachi, Sasuke and Kakashi are easily above her but the other three are around the same level.

That was a mostly close ranged fight. Sasuke easily blocked that despite wearing down by that point. Mifune's speed is mostly striking speed which I didn't include in the tier list.

I guess no one will disagree with your list just because nobody would have the guts to give a detailed explanation on every single character which they disagree with, and you did a good job putting a pretty damn lot of characters in your thread, lolz.
( I actually have no opinion here, due to lack of knowledge on speed feats of most of the given characters, just speculating )

Rikudo Kakashi only got a portion of Rikudo chakra and he was clearly inferior to non Rikudo Sasuke before both got the chakra.

Why should I take your opinion on Sakura's placement when I saw you saying Zabuza is faster in a VS thread?

Edit: If you guys want, you can post all the speed feats and I'll take them into consideration, if I don't like them, so be it and make your own tier list in this thread so I can compare them.

Than why did you use Adult Sasuke. So if you didnt include movie feats than I dont see any Rinnegan Sasuke shunshin feat that is on same tier with guys in tier 1.

Each time Sasuke was using Ameno.His best shunshin feat is cutting Madara in half. Yet Madara made full brain reaction and even have enough time to praise Sasuke speed. Why he didnt try to dodge its beyond me.

When Naruto cut Kaguya arm she didnt even made brain reaction and no need to say that his shunshin (sasuke´s) is nowhere near 8 gates Gai .

Also his reaction time is surely not on pair with RSM Naruto (proven when Naruto dodge Kaguya portal) and Kaguya (No idea about 8 gates Gai reaction) . This is probably because he lacks advanced sensing to increase his reflexes.

So I really think he belongs into tier 2 (Unless you did include movie feats where he matched Naruto speed)

Don't know much about Shisui. He was hyped to have a nice shunshin but certainly not V2 Ay level. Probably healthy Itachi level.

He was literally looking at all of them. And mifune wasn't even directly below him. That's how fast he was to surprise sasuke despite being in is LOS.
