Damn lol I really wanted to make a thread on this but you beat me to it. I've noticed this since his initial reveal in 795. Oda is clearly hiding something. Though I have no idea what it could be, there's a small possibility that it is related to why we've never seen Doflamingo's real eyes and/or Zoro's scarred eye post-timeskip.

Because he's blind and Fujitora's brother and if they showed you he was blind now people would make the connection too easily.

1.It makes him look menacing and badass.

Fuji's got scars on his eyes, thats not something genetic to his brother wouldn't necessarily be blind, even if he has one.

I wasn't being serious but now that I'm thinking about it again there was a theory that they were related and Fuji became so ashamed of what Kaido was doing he took his own sight so he wouldn't have to watch anymore.
