As we know Itachi only gave him a fraction of his power yet Sasuke stated he felt "Stronger" meaning that Itachi was definitely far more powerful than Sasuke.

Like I said, he only received a FRACTION of Itachi's power. And btw Sasuke could use Tsukuyomi just not with Dreamscape control like Itachi was able to do.

Despite what you want to believe OP Sasuke is actually superior to Itachi. Itachi was good at reading someone's thoughts, and using it in a tactical manor. This on top of his Uchiha prowess, made him extremely powerful. Sasuke was simply powerful. His innate abilities were far beyond Itachi.
