Hey! There are these really important rocks that lead you to Raftel, but two of them are in the hands of the Yonkou, and another is also in the hands of a Yonkou.

Besides, Shanks was in Rodgers crew. He would already know how to get to Raftel, he doesn't need a poneglyph.

I've seen some theorys and it is a major possibility considering we've yet to see anyone else that looks remotely close to the snakeneck tribe
