The government also built a trans-Sahara water pipeline from major aquifers to both a network of reservoirs and the towns of Tripoli, Sirte and Benghazi in 2006–2007, ending the city's water shortages, caused by the rising urban population. It is part of the Great Manmade River project, started in 1984. It is pumping large resources of water from the Nubian Sandstone Aquifer System to both urban populations and new irrigation projects around the country.

Of course this has not much to do with OP's question as to why was Gaddafi killed. Some say for being a dictator and for his war crimes, some say because the oil. Some say it's the mixture of both. Fact remains that Lybia seems to had been improving under his rule, but I guess one could argue at what cost, and for how long could it have been maintained. Who knows. Gaddafi doesn't seem to have been innocent (no politician is), but he was not that bad I guess. Anyway, I've heard that he financed Sarkozy's campaign, and he (Gaddafi) was foolish enough to openly admit it, and the French military planes had taken of sooner than the UN resolution was born :yeah:
