Kishi absolutely had to nerf Naruto, he was simply too powerful and very broken.

Don't misunderstand, Naruto is extremely powerful with Kurama and SM/RSM, however when he combines SM/RSM with the other eight bijuu chakras he becomes broken.

When Naruto calls upon the bijuu and use their power, not only can he use all their elements,kkg, and unique abilities,etc. He can also synch minds with them and share intelligence.

Along with Naruto's rikudou sage mode perk of universal comprehension of chakra and yin/yang release, Naruto could literally do anything.

Imagine Hokage Naruto with juubi jin like body durability/regeneration, along with Bijuu Mode(Chakra cloak,arms,avatar) and the abilities/power of all other bijuu.

All working together in perfect synchronization, gg nv.

To match sasukes indras arrow which only consisted of bijuu and Sasukes chakra
Naruto had Kurama gathering him natural chakra the whole time

Both used the bijuu to completely destroy each other.
