I actually felt that the one Hagoromo referred to was Indra; Indra was the one who inherited power, while Ashura was entrusted with ideals.

Ashura had Rikudou Senjutsu which leads me to believe that Hagoromo only entrusted Ashura with his Six Paths Power.
I don't think Hago gave him him Rikudou Senjutsu because Indra never had a Rinnegan and he stated the brothers were equal when Ashura's power bloomed. It makes more sense that Rikudou Senjutsu was Ashura's natural power while Indra had Mangekyo powered by the Sage's chakra.
So Ashura's Chakra enabled him to awaken a Six Paths Power whereas Indra's Chakra didn't despite the fact that you stated that both of their Chakras are equal?
