In base forms, shouldn't Itachi be the 3rd Fastest? (In terms of reflexes and speed).

True, itachi was even saving EMS sasuke from kabuto, so itachi > early EMS sasuke, warning bee and all, casually dodging and parrying bee's acrobat, hebi sasuke fought a very sick itachi who was half blind (could'nt even see sasuke properly who was meters away from him), that same itachi was blitzing sasuke, itachi is pretty damn fast, shisui is faster though, maybe minato and tobirama are faster, alive madara and hashi should be up there too

They weren't having an race, they were synchronizing attacks so I don't even think thats an valid point. Besides, in the Boruto Special Manga he seems to get caught off guard by Shin Uchiha twice for someone that has to be the fastest.
What da hell.Sasuke is keeping up with Naruto while fighting momoshiki or whatever.He needs to be around his lvl in speed and Taijutsu to Sync with him while fighting to save the world.What are you saying Naruto in RSM Which enhance his speed and physical abilities is not impressive when Sasuke in teen was able to blitz a JJ aka Madara without Ameno

No I'm saying Naruto is keeping pace with Sasuke.
And frankly from an animators point of view, its the only logical and best way to draw them fighting together, rather than having an unnecessary "race".
But my point still stand, Sasuke due to his feats haven't showed any speed (other than teleporting) like Itachi did.
When the brothers clashed with kunai's and shurikens, Sasuke had to resort to summoning tattoo's to keep up with Itachi's speed in drawing and throwing simultaneously. He was also able to do the seals for an clone. Sasuke even with his Sharingan couldn't see what was happening. And this was an dying Itachi.

Why wouldn't Naruto reduce his speed to sync with Sasuke if he knows clearly he can't win the fight alone??
Momoshiki was shown to be superior than each if them individually hence it would be very unwise for Naruto to go at top speed because that'd leave him open to attach...
So if he slows himself down to match Sasuke then it would then be a 2v1 where they can coordinate their attacks which of course would be more efficient than Naruto trying to out speed Sasuke..
