Yeah i do know that naruto resisted nagato's controlBUT that was only because naruto mixed sm with kyuubi chakra. Naruto in the boruto movie was heavily exhausted so i doubt he'd do the same thing.

Black chakra rods are not "will materialized" unless Madaras will was to give himself a *** change which I highly doubt. obviously naruto can go bsm and nullify the control so it's o surprise why he didn't attempt it.

I was talking about the manga page you were using. That means every will Madara created came from Black zetsu then. Because while he made black zetsu come out from his hand, he made another come out of the hashirama clone's navel.
