His notable feat was being able to feint with drawing out kunais and weaving hand seals at the same time. He does this the first against Kakashi and again with Sasuke.

But which is more impressive, he was able to pressure and outspeed Kabuto who had been enhanced severely, including Dragon Sage Mode.

In terms of reaction speed, hand seal speed or just the pace of his fighting, its really impressive. Even Killer Bee and Naruto in Chakra Mode had an hard time hitting him.

In this sense he should be 2nd to Minato and 3rd to Tobirama. Without powerups.

In base forms the fastest was shisui. then minato. and then i believe it was itachi. who was noted to be able to throw shuriken fast enough to directly hit his other one to make it go to the direction of his blind spot.. and that was when he was just a kid. itachi was able to dodge sword dance where sasuke could't. he is able to weave hand signs faster than even kakashi. and we all remember when kakashi copied zabuza and weaving them faster than the eye can see. so i believe he would be the fastest. he was faster than naruto when his four tails emerged from the his nine tails cloak. minato being faster is kind of a no brainier i mean he can teleport in an instant. and itachi stated that shisui was always fater than itachi when they sparred

But Karin's healing made him fit to fight properly. He was still fast nontheless, even Bee complemented him on his speed (when he dodged that Lariat).
