Imagine if like the Uchiha and others they were allowed to use elemental Justus too,wind,Earth,fire,water and so on how much more powerful Neji,Hinata and the rest of the Clan would be.It would increase their power base.

I'm going say he can beat Kakuzu. Neji is good at gathering intel. Once he knows that he has to strike Kakuzu 5 times, I think he can do it. Neji has Rotation and is a good CQC fighter whereas Kakuzu is a long ranged fighter. Get close and GF should do the trick.
