It's natural footspeed but shouldn't be overhyped. Not being able to weave handsigns is a hypefeat i've always loved but it's very conditional. It's a sentence where we don't know the context or the distance he starts from.

I think it's more indicative of his intense 'in your face' fighting style.

Mifune's strike speed is remarkable, but his Shunshin speed might be lacking.

Of course, he should be faster than his Adult self and being able to almost stalemate Hanzo suggests he was on Prime Hanzo's speed tier, whatever that looks like depends on the reader.

just because his overall fighting ability was superior to the Sannin's it doesn't necessarily mean he was that fast. There wasn't a feat or mention to my recollectionthat identified him as a reputed speedster, so for all we know, Mifune appeared to be that fast because Hanzo's hand seal spd was relatively slow. I don't think Mifune could get to literally anybody before they can make a hand seal because some characters' hand seal spd was incredibly fast by the average ninja's standards.
