I'd say he's around Edo Itachi's level, slightly below Nagato.

Not at Edo Madara's level. He was scared to even fight against War Arc Obito. Any Rinnegan user outside of Pain (possibly) should be above Kabuto tbh.

I didn't see it that way. Itachi outplayed him and only used EMS Sasuke because it was convenient.

He still analyzed all of his intentions, outplayed Kabuto, lacked knowledge whereas Kabuto began with full intel, lacked killer intent, and forced Kabuto into an Izanami loop which requires a high level of strategy.

I personally saw Itachi as his superior, but they're around the same level IMO.

That's precisely it. By getting caught in his genjutsu, he forced Kabuto closer towards him where he could initiate the steps for Izanami.

He had Sasuke at his disposal, so he knew that he could force Kabuto towards him, break free of the genjutsu, and initiate the steps of Izanami. Like I said, he used Sasuke because he was convenient.

Itachi still was at a major disadvantage due to lacking intel whereas Kabuto had full intel and the fact that he didn't use his strongest techniques as he didn't fight to kill.
