If they were the only ones with chakra then wouldn't that make them OP? Because in that case, the chakra that exists in the naruto world would be divvied up between only two shinobi.

And as we know, the chakra in the present Naruto world is said to belong to the original God Tree that became the juubi and the source of Kaguya's power, meaning that the world's chakra now is the same as (if not less than) the amount that existed in Indra/Ashura's time.

Plus they are shown to clearly have PS and Bijuu Avatar.
