Every character was restricted at any time by the plot. Which is why I didn't really like the manga after the Pain-Arc.
Not a single character used his/her power logically.

- Naruto was way faster than the Raikages, yet he didn't just use it to kill Obito and Madara when he had the best chances.
- Sasuke didn't burn blind Madara down with Amaterasu after the latter got rid of his armor
- Obito didn't destroy everyone when he was a Jinchuuriki, same goes for Madara
- Kakashi didn't just snipe heads off in the war
- and many many characters more

He could've used it a lot more in the series and save himself the headache of touching people. And it's not like everyone he fought were space-time ninjutsu users, he can still warp them without having the need of physical contact.

Using that hyperbole excuse is stupid. You have no indication of that being a exaggerated or not.
Especially when a beam of light shooting from Madara's mouth is no exaggeration:
