He could've used it a lot more in the series and save himself the headache of touching people. And it's not like everyone he fought were space-time ninjutsu users, he can still warp them without having the need of physical contact.

Yeah I think it is. Considering that BM naruto, Gai, and Kakashi had time to react.
I still think it's faster than Danzo's bodyguards though.

You most likely are lol but the thing about Kakashi his he's not the original user so his warp time can be slower unless he focuses more on speed. Something like the gedo is also huge so it can take more time for him especially when Tobi has senju cells.

I mean he used it four times. So kishi has to limit how many times to use it for plot sake is just pathetic to me.

"Plot" is the only reason, I guess.
Every character was restricted at any time by the plot. Which is why I didn't really like the manga after the Pain-Arc.
Not a single character used his/her power logically.

- Naruto was way faster than the Raikages, yet he didn't just use it to kill Obito and Madara when he had the best chances.
- Sasuke didn't burn blind Madara down with Amaterasu after the latter got rid of his armor
- Obito didn't destroy everyone when he was a Jinchuuriki, same goes for Madara
- Kakashi didn't just snipe heads off in the war
- and many many characters more
