Yeah, this is how I see it at least from the movie. Novel Demon Momoshiki is a bit more impressive but still weak in compare to Kaguya.
1. There is no version of Kaguya JJ Hagoromo, Naruto or Sasuke can beat alone, except maybe for weakened Kaguya. Please just move up powered-up Kaguya, as her being below Hagoromo and Naruto/Sasuke is just... wrong.
2. In no way are Naruto and Sasuke in Kaguya's tier.
3. How exactly do you put the exact same versions in different tiers? VoTE N&S are apparently in the tier of Adult N&S (they are), and then they are moved two tiers below, only to be grouped with Toneri.
4. Tenesigan Hamura will crap on DR JJ Madara, considering he's =< JJ Hagoromo, most likely below, but not by that much.
5. 3-eyed Madara is in a tier of his own, definitely can't be grouped together with Momoshiki or DR JJ Madara.
6. LOL at Toneri being in Naruto and Sasuke's tier. Each of them can molest him.
7. Kinshiki has no place in your tier list at all. Databook says her chakra was dispersed between hago and hamura,but she didn't lose any of hers,all chakra belongs to the shinju/kaguya but it doesn't mean that the shinju possessed all the chakra that existed for more than one thousand years.
Hago and hamura inherited kaguya's chakra but it didn't affect kaguya's own chakra quantity. If you're saying it did then when all of kaguya chakra was shared between her sons how did she have any left,or even if it wasn't all her chakra wouldn't she had known if a large part of her chakra was gone and would have taken it back from her sons?
The first time kaguya took IT chakra she was probably as powerful as her oldself,but the second time she became more powerful,black zetsu said she had gained new power.
